What landlords need to know
A Building Energy Rating is required when a property is offered for rent. The rating must be shown in adverts, and prospective tenants are entitled to see the certificate. Letting agents and rental websites will usually ask for it before listing.
One BER can cover several tenancies. A BER is valid for up to 10 years, so you don't need a new one for each tenancy unless you've made major changes affecting energy performance.
BER and rental standards are different things. The BER rates energy performance. Separately, rented homes must meet the minimum standards in the Housing (Standards for Rented Houses) Regulations, covering heating, ventilation, damp, fire safety and safe gas and electrical installations. A good BER doesn't mean a property meets those standards, and vice versa.
How the assessment works: an SEAI-registered assessor surveys the property in one to two hours, and the certificate and advisory report are published on the SEAI register, usually within a few days.
What to check before you book a BER assessor
- Check the assessor is registered with SEAI
- Check the SEAI register for an existing valid BER first
- Give tenants proper notice before the assessor visits
- Have heating and insulation paperwork ready
- Ask for a multi-unit price if you have several properties
- Keep your BER with your RTB and safety documents
Costs and arranging access
| Property | Typical cost |
|---|---|
| Apartment | €130–€250 |
| House | €150–€300 |
| Several units in one building | Ask for a multi-unit price |
If the property is occupied, give tenants proper notice before the assessor visits and agree a convenient time. The assessor needs access to every room, the attic, the hot water cylinder and the boiler.
Have ready: receipts or certificates for insulation, heating system details, window installation dates and any grant paperwork from past upgrades. Without evidence, assessors must use default values, which can lower the rating.
Improving a rental's rating and keeping records
Upgrades that improve a rental's rating
Better-rated rentals are warmer, cheaper for tenants to heat, and often let faster. Common upgrades, roughly from cheapest to most expensive:
- LED lighting and cylinder insulation
- Heating controls, such as zoned thermostats and timers
- Attic insulation top-ups
- Cavity wall insulation
- New windows and external doors
- A heat pump in a well-insulated property
Landlords may be eligible for some SEAI grants for rental properties. Check seai.ie for current terms, and remember that approval is needed before work starts.
Keep your records together
Store your BER alongside your RTB registration, gas and electrical safety certificates, and any inspection reports. Having everything in one place makes new tenancies, inspections and an eventual sale far easier.

Frequently Asked Questions
Do landlords need a BER?
Yes. A BER is required when a property is offered for rent, and the rating must be shown in adverts.
Do I need a new BER for every tenancy?
No. A BER is valid for up to 10 years unless major changes affecting energy performance are made.
How much does a BER cost for a rental in Dublin?
Typically €130–€250 for an apartment and €150–€300 for a house. Multi-unit landlords can often get a better rate.
Does a good BER mean my rental meets minimum standards?
No. Rental minimum standards cover things like heating, ventilation, damp and safety, which are separate from the energy rating.
Can I arrange a BER while tenants are living there?
Yes, with proper notice and an agreed time. The assessor needs access to every room, the attic and the heating system.
Are there grants to upgrade rental properties?
Some SEAI grants are open to landlords. Check seai.ie for current terms before starting any work.
